Ugaas of the Bahgari — Ogaden community
Traditional leadership put to work on development. The Office of the Ugaas brings together the community, government, agencies and the diaspora to deliver water, education, health care and peace across Qalaafe, Dhoobaweyn, Shilaabo and Higlooley.
The commitment
The Ugaasnimo is a responsibility before it is an honour. The Office works so that every project has a written plan, a budget, a named person responsible and a closing report — so the community can see where the money went and what it bought.
We work across four districts from one office. We do not promise everything. We promise that what we announce, we finish.
The development plan rests on six pillars. Every project belongs to one of them — and nothing is taken on that belongs to none.
Reliable clean water, and readiness before the drought arrives.
A classroom worth sitting in, and every girl reaching it.
Care within reach — above all for mothers and infants.
Healthy herds, a reachable market, and income that survives a bad year.
Disputes settled by xeer, not by force.
A skill, a little capital, and a seat where decisions are made.
The project register is public: each entry carries a pillar, a district and a status you can see.
Drilling and rehabilitation so the driest settlements have year-round water without waiting on trucked supply.
Storing the wet season so the community has water through the dry months and shorter journeys to fetch it.
Building and equipping classrooms so children learn somewhere better than the shade of a tree.
